Any percent change is measured from the original amount, and that rule settles most of this topic.
A price that rises by a certain percent and then falls by the same percent ends below where it started, because the decrease is taken from a larger number. Reverse problems give the amount after a discount or increase and ask for the original; the efficient method is to divide by the multiplier, not to subtract the percent from the new value.
Percentages (incl. percent change) questions also include finding a percent of a number and then a different percent of the same number. Writing percents as decimals keeps calculations tidy.
