Percentages questions ask for a part as a percent of a whole, a whole from a part, or a percent increase or decrease.
The key distinction is the base. Percent change is the difference divided by the original value, not the new one, so growing from a small number to a much larger one can be an increase of several hundred percent. Successive changes multiply rather than add: a rise of ten percent followed by a fall of ten percent leaves the value slightly below where it started.
